What is a digital twin?


A digital twin is a virtual replica of the physical world, enriched with real-time data, analyses and computational models. It enables governments and organisations to understand complex challenges, run scenarios and make evidence-based decisions. Not after the fact, but beforehand. In this article, we explain what a digital twin is, how it works and why it is becoming indispensable for an increasing number of Dutch authorities.


More than a map: how a digital twin works


The term digital twin is often confused with a 3D map or GIS viewer. But a digital twin goes fundamentally further. Where a map is a snapshot, a digital twin is a living system that is continuously fed with new information.

A digital twin combines multiple layers into a coherent whole. The foundation is a detailed 3D model of the built environment: buildings, roads, bridges, green spaces and infrastructure. On top of that come datasets that are updated monthly or daily: demographic data, traffic intensities, economic indicators, building permits and more.

What truly distinguishes it from a viewer is the third layer: real-time data and computational models. Think of live feeds from sensors and cameras, linked to simulation models that predict crowding, calculate traffic flows or compute the impact of an event on a neighbourhood. You are not just looking at how things are now, but also at what happens when you intervene.

The result is an environment where you can run scenarios before making a decision. What happens to traffic flow if we close this road? How many visitors can this square safely accommodate? Where do bottlenecks arise if we add 500 homes to this neighbourhood? A digital twin provides answers to those kinds of questions.

A common mistake in digital twin projects is that they end up as a technical toy for GIS specialists. A platform that only works for people with geodata expertise misses its purpose, because the decisions are made by aldermen, programme managers and policy advisors.

A good digital twin is therefore built on two principles. At the back end: open standards. Connections via OGC services, 3D Tiles, CityGML and open APIs ensure that the platform integrates with existing municipal systems, data warehouses and external sources. No vendor lock-in, no closed ecosystem.

At the front end: simplicity. A clear menu, intuitive visualisations and ready-made analyses that can be used without training. The complexity is under the hood, not in the user experience. This way, a digital twin becomes an instrument that is actually used in day-to-day practice, not just for special projects.


Digital twins for the societal challenges of the Netherlands


The Netherlands faces a series of complex societal challenges that require data-driven insight. A digital twin offers concrete added value for each of these domains.

Safety and public order. During large-scale events, demonstrations and emergencies, it is essential to understand and predict visitor flows. A digital twin makes it possible to calculate capacities, test evacuation routes and make real-time adjustments.

Mobility and accessibility. Traffic models linked to current count data provide insight into throughput, bottlenecks and the effects of interventions. What happens to traffic pressure if we reroute a cycling path? How do you distribute traffic flows during a large-scale event?

Economic development. Where are the economic centres of gravity in a region? How is employment developing? Which areas have potential for new business activity? By combining economic data with spatial information, a more complete picture emerges than spreadsheets alone can provide.

Housing and area development. When building new neighbourhoods, dozens of factors come into play simultaneously: accessibility, amenities, green space, water storage, social composition. A digital twin makes it possible to view all these factors in context and simulate the impact of choices before the first pile goes into the ground.

Liveability and social issues. How liveable is a neighbourhood? Where do problems with nuisance, loneliness or health concentrate? By bringing together data from different sources, patterns become visible that remain hidden in separate datasets.

Climate and resilience. Heat stress, flooding, drought and the energy transition: all challenges where spatial analysis and scenario calculation help in making responsible choices. Where should you add greenery? Which neighbourhoods are most vulnerable during extreme rainfall?

Sustainability and energy transition. From heat networks and solar potential to zero-emission zones: a digital twin provides insight into where the opportunities lie and what the effects of policy choices are in terms of sustainability.

Tourism and events. How many visitors does a festival attract? How do they spread across the city? What is the economic impact? Real-time monitoring combined with historical data gives organisers and municipalities the information they need.

These are not standalone applications. In practice, these domains are interconnected: an event touches on safety, mobility and economics simultaneously. It is precisely this interconnectedness that makes a digital twin valuable.


Digital sovereignty: a deliberate choice


Government authorities work with sensitive data: personal information, security plans, policy scenarios. The question of where that data resides and who has access to it is not technical, but political. An increasing number of authorities are setting requirements for digital sovereignty: the certainty that data stays in the Netherlands, that software does not depend on foreign cloud platforms and that the development team behind it is accountable.
