Digital Twin Netherlands


The Netherlands is a frontrunner in applying digital twins for the public sector. From Amsterdam to Zeeland, from mobility analysis to crisis management: governments across the country use digital replicas of their areas to make better decisions. Digital twins in the Dutch public sector


A digital twin is a digital replica of a physical area, continuously fed with up-to-date data. In the Netherlands, this technology is widely used by municipalities, safety regions, provinces and national agencies.

The difference with traditional GIS systems: a digital twin calculates. You can virtually close a street and instantly see the effect on accessibility. You can simulate an evacuation and identify bottlenecks. You can model the impact of a new zoning plan before it is adopted.

With Digitwin, we have built a platform specifically designed for Dutch government organisations. It combines Dutch data sources (BAG, BGT, NWB, CBS), analytical models and real-time data in a platform that is accessible to the entire organisation.


Who uses digital twins in the Netherlands?


Municipalities


Dozens of Dutch municipalities work with Digitwin on a daily basis. From major cities like Amsterdam and Rotterdam to mid-sized municipalities such as Maastricht, Veenendaal and Alkmaar. Municipalities use the platform for mobility policy, event safety, city centre management and infrastructure maintenance.

In Amsterdam, Digitwin is used for the Bridges & Quay Walls Programme, one of the largest infrastructure programmes in the Netherlands. In Maastricht, the platform supports city centre management and visitor flow analysis.

Safety regions


Several safety regions in the south of the Netherlands work with Digitwin for risk analysis, evacuation planning and crisis management. Safety Region Zeeland was one of the first to adopt intelligence-led operations using a digital twin.

Our evacuation tool makes it possible to calculate evacuation scenarios based on current population data and the road network. With the risk management module, regions can quantify the impact of industrial incidents, floods and other types of disasters.

Event organisations


The Netherlands hosts hundreds of large-scale events every year. Digitwin is used at dozens of them: from the KNVB Cup Final in Rotterdam to King’s Day in Amsterdam, from the Four Days Marches in Nijmegen to La Vuelta.

The platform brings together visitor flows, traffic closures, emergency service routes and weather data. Digital crowd management ensures that events remain safe and accessible for everyone.

At provincial and national level, the use of digital twins is growing as well. Rijkswaterstaat and provinces use the platform for traffic analyses, area monitoring and coordinating roadworks. The strength lies in integration: the same data and models used by municipalities are also available at regional and national level.
