The Netherlands faces an enormous construction challenge, but the permit issuance process is stalling. Complex regulations, nitrogen restrictions and fragmented decision-making are causing delays. The Environment and Planning Act (Omgevingswet) and the Digital System for the Environment and Planning Act (DSO) aim to simplify this process. The Omgevingstafel (digital environment table) serves as a powerful instrument for integrated consultation and faster decision-making.
A Digital Twin strengthens this process by bringing together data, maps and analyses in a single shared 3D view. This gives policymakers faster and better-substantiated insights into the spatial, environmental and safety aspects of initiatives. Municipalities, safety regions, environmental services and water boards can better coordinate their recommendations and accelerate decisions. The visualisation of effects and risks prevents miscommunication and increases support. Digital Twins thus seamlessly align with the goals of the Environment and Planning Act: simplicity, coherence and participation.
